Philippine Water Sector Vision and Development Goals

  • Vision. A water crisis can be countered by providing a safe, adequate, and sustainable water supply. By 2025, universal access coverage and sustained utility operations must be achieved. Also, utilities expansion should be at par with population growth and all water service providers should by then be regulated.
  • Development Goals. The development goal set in the 2004-2010 Medium Term Philippine Development Plan was to provide potable water to the entire country, starting with 200 waterless barangays in Metro Manila and 200 waterless municipalities outside Metro Manila. Specific strategies to achieve this goal include:
o   Provision of sanitation facilities for wastewater disposal
o   Capacity building for all water service providers
o   Developing technology options for water supply
o   Promotion of private sector or public investment in water services
o   Vigilant monitoring and assessment of water resources
  • Sector outcomes. The inter-linked sector outcomes aggregately support the national development goals. These sector outcomes include:
o   Strengthened institutions. Institutional strengthening entails a harmonized and mainstreamed institutional and regulatory framework to foster a decentralized and enabling policy environment.
o   Developed Capacities. Capacity development involves effectively managing key units to sustainably manage the water supply and wastewater management sector.
o   Built strategic alliances. Strategic alliance building requires effectively mobilizing broad community support for the development of the water supply and wastewater management sector.
o   Adequate infrastructure provision. The infrastructure provided must be adequate and capable of sustainably supplying the required water demand of the population.
